For the Planning Commission to consider the following applications filed by Brandywine Homes (Residential) and Flores Design Group (Hotel) on property located at 12500 Firestone Boulevard [also known as Assessor’s Parcel Numbers (APN) 8056-011-021], located within the Railway Trail Corridor of the Heart of Norwalk Specific Plan area pursuant to a Settlement Agreement: (1) Vesting Tentative Parcel Map No. 2026-04 (85198) to subdivide an existing 7.69 acre parcel into two parcels. New Parcel A, measuring 5.88 acres in size, is allocated for residential development purposes. New Parcel B, measuring 1.81 acres in size, is allocated for a new hotel development ("Proposed Subdivision"); (2) Precise Development Plan No. 2026-05 to construct an up-to-130 key, four-story hotel on a 1.81-acre lot (“Proposed Hotel”) on Parcel B; (3) Director Approval Request No. 2026-11 to allow the establishment and operation of Proposed Hotel; (4) Vesting Tentative Tract Map No. 2026-04 (84826) to subdivide Parcel A into two lettered lots for shared access, shared parking, and common landscaping amenities and 52 numbered lots for 120 residential condominiums; (5) Precise Development Plan No. 2026-03 to demolish an existing 281,661± square foot, 230 key hotel and restaurant (also known as Hotel Saddleback) and construct 120 residential condominium units on a 5.88 acre lot (“Proposed Residential Development”) along with associated site improvements; (6) Director Approval Request No. 2026-05 to allow the use of the Proposed Residential Development. Environmental: Pursuant to the California Environmental Quality Act (CEQA), an Addendum to the previously certified Heart of Norwalk Specific Plan Environmental Impact Report (EIR) (SCH#2024040140) was prepared for the project pursuant to Section 15164 of the CEQA Guidelines. The Proposed Hotel and Residential Development would not result in new significant environmental effects or a substantial increase in severity of previously identified significant effects.
