2. For the Planning Commission to consider the following applications continued from the July 22, 2026 Planning Commission meeting filed by Flores Design Group (Hotel) on property located at 12500 Firestone Boulevard [also known as Assessor’s Parcel Numbers (APN) 8056-011-021], located within the Railway Trail District of the Heart of Norwalk Specific Plan area pursuant to a Settlement Agreement: (1) Precise Development Plan No. 2026-05 to construct an up-to-130 key, four-story hotel on a 1.81-acre lot (“Proposed Hotel”) on Parcel B of Tentative Parcel Map No. 85198; and (2) Director Approval Request No. 2026-11 to allow the establishment and operation of Proposed Hotel. Environmental: Pursuant to the California Environmental Quality Act (CEQA), an Addendum to the previously certified Heart of Norwalk Specific Plan Environmental Impact Report (EIR) (SCH#2024040140) was prepared for the project pursuant to Section 15164 of the CEQA Guidelines. The Proposed Hotel would not result in new significant environmental effects or a substantial increase in severity of previously identified significant effects.
That the Planning Commission adopt Resolution No. 26-10 to make the required findings and to:
Adopt the Addendum to the previously certified Heart of Norwalk Specific Plan Environmental Impact Report (EIR) (SCH#2024040140) pursuant to Section 15164 of the California Environmental Quality Act (CEQA) Guidelines, making a determination that the Proposed Hotel development would not result in any new significant environmental effects or a substantial increase in the severity of previously identified significant effects; and
Approve Precise Development Plan (“PDP”) No. 2026-05, to construct an up-to-130 key, four-story hotel on a 1.81-acre lot (“Proposed Hotel”) on Parcel B (per previously approved Tentative Parcel Map No.85198) and Director Approval Request (“DAR”) No. 2026-11 to allow the establishment and operation of Proposed Hotel subject to Conditions of Approval contained in Exhibit “A” and Mitigation Measures in Exhibit “B”.
