2. For the Planning Commission to consider the following applications on property located at 11660 Firestone Boulevard (“Northgate”) (also known as Assessor's Parcel Number [APN] 8048-007-023), within the General Commercial (C-3) Zone: (1) Director Approval Request No. 2026-09 to allow the ancillary sale of beer, wine, and distilled spirits (Alcoholic Beverage Control [ABC] Type 47 License) for on-site consumption and live entertainment as part of Northgate bona fide restaurant operations; and (2) Conditional Use Permit No. 2026-04 to modify conditions of approval for an existing Alcoholic Beverage Control (ABC Type 21 Off-Sale General) license (Conditional Use Permit No. 861) to allow the sale of single containers of beer products as part of Northgate operations. Environmental: Consider and find that the proposed project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Class 1 – Existing Facilities), as the project consists of the continued operation and minor alteration of an existing commercial facility involving negligible expansion of the existing use.

That the Planning Commission:1. Adopt Resolution No. 26-13 to recommend approval to the City Council for Zone Change No. 2026-01; and 2. Recommend City Council adopt a Categorical Exemption for the zone change pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15061 (b)(3) in that it can be seen with certainty there is no possibility that the activity in question may have a significant effect on the environment.
