2. For the Planning Commission to consider the following applications filed by Risewell Homes on property located at 11600 Alondra Boulevard [also known as Assessor’s Parcel Numbers (APN) 7014-001-002]: (1) Vesting Tentative Tract Map No. 85224 to subdivide an existing 8.06 acre parcel into 129 residential condominiums ("Proposed Subdivision"); (2) Precise Development Plan No. 2026-04 to construct nine live-work and 120 residential condominium units on a 8.06-acre lot ("Proposed Residential Development") along with associated site improvements; and (3) Director Approval Request No. 2026-07 to allow an eight-foot high perimeter fence along the northwest corner of the project site. Environmental: Pursuant to the California Environmental Quality Act (CEQA), an Initial Study/Mitigated Negative Declaration (IS/MND) was adopted by the City of Norwalk City Council on March 7, 2023, for the previously approved Alondra Maidstone Mixed Use project and related improvements pursuant to City Council Resolution No. 23-14. Pursuant to CEQA Guidelines Section 15162, no further environmental documentation is necessary since the Proposed Project will not result in substantial changes in circumstance that would necessitate a new environmental review.
That the Planning Commission make the required findings and:Find that the Proposed Residential Project is adequately addressed in the previously adopted Alondra Maidstone Mixed‑Use Project Mitigated Negative Declaration (State Clearinghouse (SCH) No. 2022110182), pursuant to CEQA Guidelines Sections 15162 and 15164. Based on this determination, the Proposed Residential Development would not result in any substantially more severe environmental effects than those analyzed in the adopted MND. Therefore, the Project would not create substantially increased impacts beyond what was evaluated in the approved IS/MND.Adopt Resolution No. 26-14, to approve Vesting Tentative Tract Map (“VTTM”) 85224, Precise Development Plan (“PDP”) No. 2026-04, Director Approval Request (“DAR”) No. 2026-07 for the Proposed Subdivision and Proposed Residential Development subject to Conditions of Approval contained in Exhibit “A” and Mitigation Measures in Exhibit “B”.
