10. CONTINUED PUBLIC HEARING – PROPOSED ACTIVITIES FOR FISCAL YEAR 2023/24 ANNUAL ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIPS PROGRAM Staff recommends City Council and the public provide input of the proposed Community Development Block Grant and HOME Investment Partnerships Program (HOME) funding activities for Fiscal Year 2023/24 Annual Action Plan.

11. RESOLUTION NO. 23-19 – BUDGET AMENDMENT – ADD LOW AND MODERATE INCOME HOUSING ASSET FUNDS FOR CONTRACT SERVICES AND APPROVE ADDITIONAL SERVICES FOR CONCEPTUAL LANDSCAPE SERVICES AND ACTIVITIES RELATED TO SITE REMEDIATION FOR CITY PROJECT NO. 7859 Staff recommends City Council: a. find that the adoption of Resolution No. 23-19 is not subject to the California Environmental Quality Act pursuant to the State California Environmental Quality Act Guidelines, California Code of Regulations, Title 14, Chapter 3 15061(b)(3), because the activity is covered by the general rule that California Environmental Quality Act applies only to projects that have the potential for causing a significant effect on the environment and it can be seen with certainty that there is no possibility that the adoption of this Resolution may have a significant effect on the environment; b. adopt Resolution No. 23-19, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2022-23 ADOPTED BUDGET TO ADD LOW AND MODERATE INCOME HOUSING ASSET FUNDS FOR services FOR CONCEPTUAL LANDSCAPE SERVICES AND ACTIVITIES RELATED TO SITE REMEDIATION FOR THE CALIFORNIA YOUTH AUTHORITY PROPERTY FOR CITY PROJECT NO. 7859, in the amount of $773,850; and c. authorize the City Manager to execute an amendment to the existing agreement with CSG Consultants, Inc. for additional identified services and such other services reasonably necessary thereto as determined by the City Manager related to the California Youth Authority property, City Project No. 7859, not-to-exceed $773,850, provided there is funding in the budget, separate from the existing contract compensation, in a form approved by the City Attorney.
12. RESOLUTION NO. 23-20 - MEMBERSHIP IN THE GATEWAY CITIES AFFORDABLE HOUSING TRUST Staff recommends City Council: a. authorize the City to join the Gateway Cities Affordable Housing Trust; b. adopt Resolution No. 23-20, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK, APPROVING, AUTHORIZING, AND DIRECTING CITY EXECUTION OF THE JOINT EXERCISE OF POWERS AGREEMENT RELATING TO MEMBERSHIP IN THE GATEWAY CITIES AFFORDABLE HOUSING TRUST; and c. authorize the Mayor to Execute the Joint Powers Agreement with the Gateway Cities Affordable Housing Trust.

END OF CALIFORNIA STATE OF EMERGENCY - CHANGES TO TELECONFERENCING PROVISIONS Staff recommends City Council review the teleconferencing options provided in this report and give direction as to whether the City Council wishes to continue conducting meetings under the provisions of AB 361 by imposing or recommending social distancing and making specified findings by a majority vote of the City Council.
