8. ADVISORY BODY APPOINTMENTS Staff recommends City Councilmembers make appointments to fill the vacancies on the various Advisory Bodies for two-year terms expiring on December 31, 2024.

9. PUBLIC HEARING – RESOLUTION NO. 23-25 – APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME FISCAL YEAR 2023/24 ANNUAL ACTION PLAN AND AUTHORIZING THE CITY MANAGER TO EXECUTE AND TRANSMIT ALL REQUIRED DOCUMENTS TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT Staff recommends City Council: a. adopt Resolution No. 23-25, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIPS PROGRAM FISCAL YEAR 2023/24 ANNUAL ACTION PLAN, AN APPLICATION FOR FUNDING, AND AUTHORIZING THE CITY MANAGER TO EXECUTE AND TRANSMIT ALL REQUIRED DOCUMENTS TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT; b. authorize the City Manager to execute agreements and any amendments, in a form approved by the City Attorney, with social service agencies for the provision of services funded under the Annual Action Plan; and c. authorize the Director of Community Development to execute Memorandum of Understanding with City Departments and homeless referral organizations for the provision of services funded under the Annual Action Plan.
