CONSENT CALENDAR Consent calendar items are considered routine matters which may be enacted by one motion and roll call vote. Any item may be removed from the consent calendar and considered separately by City Council.
8. PROJECT NO. 3302 – AWARD OF CONTRACT FOR CITYWIDE SIDEWALK/CONCRETE REPAIR AND REPLACEMENT FISCAL YEAR 2025/26, ENGINEER'S REPORT NO. 26-14 Staff recommend City Council award a contract to CJ Concrete Construction, Inc. in the amount of $305,150 with a 60% contingency in the amount of $183,671 for Project No. 3302 Fiscal Year 2025/26; and authorize the City Manager to execute the contract with any amendments within the contingency, on behalf of the City, in a form approved by the City Attorney.
11. AWARD CONTRACT FOR SAFETY AND TENANT IMPROVMENTS TO THE SECURITY OFFICE AT THE NORWALK/SANTA FE SPRINGS TRANSIT CENTER - METROLINK STATION Staff recommend City Council award a contract to Genesis Builders, Inc. for the term of April 7, 2026 through October 21, 2026, in an amount not to exceed $74, 626 to make improvements to the security office at the Norwalk/Santa Fe Springs Transit Center; and authorize the City Manager to execute the contract and any necessary amendments, provided there is sufficient funding in the budget and it is within the City Manager’s signing authority, in a form approved by the City Attorney.

12. ADVISORY BODY APPOINTMENTS Staff recommend City Council make appointments to fill the vacancies on the various Advisory Bodies for two-year terms expiring on December 31, 2026.

13. APPROVE THE INSTALLATION OF AN ATHLETIC NETTING SYSTEM FOR ZIMMERMAN PARK Staff recommend City Council approve an agreement with Judge Netting for an amount not to exceed $84,800; and authorize the City Manager to execute the agreement and any amendments, provided there is funding in the budget, and it is within his signing authority, in a form approved by the City Attorney.
14. AUTHORIZATION TO APPROVE AN EXCLUSIVE NEGOTIATING AGREEMENT FOR THE REAL PROPERTY LOCATED WITHIN THE NORWALK TRANSIT VILLAGE SPECIFIC PLAN PLANNING AREA NO. 1 Staff recommend City Council:find that the approval of the Exclusive Negotiating Agreement is exempt under California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15061(b)(3) – Common Sense Exemption because the approval of the ENA does not have the potential for creating a significant effect on the environment and therefore it is not a project as defined by the CEQA Guidelines Section 15378(a). Furthermore, the ENA does not involve a “physical change” to the environment and is a strictly administrative activity under the previously certified FEIR for the Norwalk Transit Village Specific Plan; andauthorize the City Manager to execute the Exclusive Negotiating Agreement with Hotel2Suites 2 LLC for the real property within the Norwalk Transit Village Specific Plan, Planning Are No. 1, located at 13200 Bloomfield Avenue, along with amendments, and any other ancillary documents, in a form approved by the City Attorney.
15. MAY 2026 MEETING SCHEDULE Staff recommend City Council authorize staff to adjourn the May 19 meeting to May 26, 2026.
