CONSENT CALENDAR Consent calendar items are considered routine matters which may be enacted by one motion and roll call vote. Any item may be removed from the consent calendar and considered separately by City Council.

APPOINTMENTS

10. ADVISORY BODY APPOINTMENTS Staff recommend City Council make appointments to fill the vacancies on the various Advisory Bodies for two-year terms expiring on December 31, 2026.

11. PROJECT NO. 7941 - ACCEPT WORK FOR COMMUNITY DEVELOPMENT BLOCK GRANT CONCRETE AMERICANS WITH DISABILITIES ACT IMPROVEMENTS 2026, ENGINEER'S REPORT NO. 26-34 Staff recommend City Council accept the work of Towo Enterprise, Inc. in the amount of $848,215 for Project No. 7941 – Community Development Block Grant Concrete Americans with Disabilities Act Improvements 2026, and release the retention payment in the amount of $42,410.75 to Towo Enterprise, Inc., 35 days after the recordation of the Notice of Completion.

12. AWARD CONTRACT FOR CITYWIDE TREE MAINTENANCE SERVICES Staff recommend City Council award a contract to North Star Land Care, to provide citywide tree maintenance services for an initial term of six-years, effective date of contact through June 30, 2032, with the option to extend for two additional three-year periods; and authorize the City Manager to execute the contract and any amendments; provided there is funding in the budget and it is within the City Manager’s signing authority; on behalf of the City, in a form approved by the City Attorney.

PUBLIC COMMENT The public is encouraged to address City Council on any matter listed on the agenda or on any other matter within its jurisdiction subject to the rules of decorum described in Section 2.08.020 of the Norwalk Municipal Code. If you wish to address City Council, please complete a speaker card and hand the card to the Sergeant at Arms. City Council will hear public comment on items listed on the agenda during discussion of the matter and prior to a vote and on matters not listed on the agenda during the Public Comment period. Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless certain emergency or special circumstances exist. The City Council may direct staff to investigate and/or schedule certain matters for consideration at a future City Council meeting. Please adhere to the following procedures when addressing the City Council: Comments are limited to 3 minutes or less and should be directed to City Council as a whole. Individuals are not permitted to extend, transfer, speak on behalf of others, or yield their time to other speakers. Please refrain from any disruptive conduct.
