APPOINTMENTS

9. ADVISORY BODY APPOINTMENTS Staff recommend City Council make appointments to fill the vacancies on the various Advisory Bodies for two-year terms expiring on December 31, 2026.

10. RESOLUTION NO. 26-51 – APPOINTING A BOARD MEMBER TO THE GOVERNING BOARD WITH THE LOS ANGELES GATEWAY REGION INTEGRATED REGIONAL WATER MANAGEMENT JOINT POWERS AUTHORITY Staff recommend City Council adopt Resolution No. 26-51, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK APPOINTING A BOARD MEMBER TO THE LOS ANGELES GATEWAY REGION INTEGRATED REGIONAL WATER MANAGEMENT JOINT POWERS AUTHORITY GOVERNING BOARD.

RESOLUTION NO. 26-50 - AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2026/27 ADOPTED BUDGET ALLOCATING $174,700 OF THE LOW- AND MODERATE-INCOME HOUSING ASSET FUND FOR HOMELESS PREVENTION AND RAPID REHOUSING SERVICES Staff recommend City Council:adopt Resolution No. 26-50, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2026/27 ADOPTED BUDGET ALLOCATING ADDITIONAL $174,700 OF THE LOW AND MODERATE INCOME HOUSING ASSET FUND FOR HOMELESS PREVENTION AND RAPID REHOUSING SERVICES; andapprove an agreement with Kingdom Causes Bellflower for homeless prevention and rapid rehousing services in an amount not to exceed $250,000 for the term of July 1, 2026, through June 30, 2027, with up to four additional one-year extensions; and authorize the City Manager to execute the agreement and any additional amendments on behalf of the City, in a form approved by the City Attorney.

PROJECT NO. 7921 – AWARD OF CONTRACT – CONSTRUCTION, CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR ALONDRA BOULEVARD PAVEMENT REHABILITATION FROM GRIDLEY ROAD TO WEST CITY LIMITS / RESOLUTION NO. 26-44 – BUDGET AMENDMENT, ENGINEER'S REPORT NO. 26-33 Staff recommend City Council:adopt Resolution No. 26-44, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2026/27 ADOPTED BUDGET TO DE-OBLIGATE FUNDS FOR PROJECT NO. 7921 – ALONDRA BOULEVARD PAVEMENT REHABILITATION FROM GRIDLEY ROAD TO WEST CITY LIMITS, in the amount of $600,000; andaward a contract to Gentry Brothers, Inc. in the amount of $2,353,343 with a 20% contingency in the amount of $470,669 for construction services; and authorize the City Manager to execute the contract and any amendments within the contingency, on behalf of the City, in a form approved by the City Attorney.

13. INTERNATIONAL FRIENDSHIP COMMISSION APPROVAL OF PROPOSED TRAVEL AND ACTIVITIES IN ZACATECAS, MEXICO IN SEEKING A FRIENDSHIP CITY Staff recommend City Council:approve the proposed travel and activities of the International Friendship Commission in Zacatecas, Mexico for the purpose of seeking a Friendship City that aligns with the Vision and Mission of the Commission; andapprove the budget of $17,838.10 for expenses including flights, lodging, and transportation.

14. ACCEPTANCE OF 2025 WATER SYSTEM MASTER PLAN Staff recommend City Council accept the 2025 Water System Master Plan prepared by Stetson Engineers, Inc. as complete.
